Yo, let me tell you about the boldest number in the hardware aisle. TOGGLER's product page for its carbon-steel SNAPTOGGLE, a genuinely good toggle bolt, says it "supports up to 238 lbs. in 1/2" drywall." Two hundred thirty-eight pounds. Off gypsum. Meanwhile the spec sheet for the same anchor, published by the same company, carries a note that quietly cuts that number to a quarter. Nobody at the register is going to tell you which one is real.
This matters to me more than most, because in my apartment the walls are the shop. No floor for a lumber rack, so everything lives on brackets and cabinets, on half-inch drywall, with a neighbor sleeping on the other side of it. So I went digging through the spec sheets behind the packaging, and here's the short version: the same piece of hardware carries published numbers that differ by a factor of ten, because they measure different things, and nobody prints which one you're reading.
One PDF, Nine Times the Number
Aerosmith Fastening Systems publishes a performance sheet for plain wing-style toggle bolts. Two tables. Same anchors, same half-inch drywall:

Ultimate tension is where the assembly failed in the lab. Allowable tension is the working load, after the sheet's own instruction that ultimate values "should be reduced by a minimum safety factor of 4.0 or greater." So the answer to "what does a toggle bolt hold in drywall" runs from 35 to 315 lb inside one document. Nine times, depending on which table you read.
Both numbers are true. They just answer different questions. The big one answers "when did it rip out of the test panel." The small one answers "what should you hang on it." Retail packaging almost always quotes the big table. Engineers use the small one.
The Drywall Is the Fuse
Back to that SNAPTOGGLE. TOGGLER's spec sheet is honest, if you read all of it. Ultimate pull-out for the 1/4-20 size is 265 lb in 1/2" drywall, 356 in 5/8".
Now the strangest pattern in the table. Step up from a 3/16" bolt to a 1/2" bolt in the same half-inch board and capacity moves from 238 lb to 275. Sixteen percent more, for a bolt over twice as fat. The same upgrade in 5/8" board goes 356 to 576. Thickness buys strength; bolt diameter mostly buys a bigger hole.
The safety factor lives in the notes: "Industry standards recommend 1/4 of ultimate test load." That one sentence turns the famous 265-lb anchor into a 66-lb working-load device. The marketing page doesn't mention it.
One more find from the same sheet. Holding strength varies "inversely with... the distance of the load from the wall." The lab test is a straight pull; your foot-deep shelf is a lever. Rental bonus: the 1/4-20 goes in a 1/2" hole where an equivalent wing toggle needs 3/4". Smaller patch at move-out. It does want 1-7/8" of clearance behind the wall, so check before you drill.
The 34-Cent Anchor Grades Its Own Exam
Now the self-drilling aisle, where the rating is molded into the product's name. ITW Buildex's catalog puts the E-Z Ancor Twist-N-Lock at 65 lb in 3/8" board, 75 in 1/2", 80 in 5/8". The product is sold as the Twist-N-Lock 75. It is literally named after its own lab-average failure load, and ITW says so: the values are "averages obtained under laboratory conditions" and "appropriate safety factors should be applied... for design purposes." Apply the 4:1 the toggle makers recommend and your 75-lb anchor is a 19-lb anchor. Toolbox Supply sells the 50-pack for $16.99, which is 34 cents apiece for a product listed as "Hangs up to 75 lbs." And when Bob Vila's crew hung real weight plates off anchors set in a drywall sheet, generic ribbed plastic anchors let go around 25 lb.
Here's why the whole aisle piles into the same sad range. The Gypsum Association's GA-235 spec sets minimum nail pull resistance at 77 to 80 lbf for half-inch board. That test measures the force to drag a fastener head clean through the gypsum, which is exactly how an overloaded anchor dies. Core hardness minimum: 15 lbf. Past roughly 80 pounds of pull, you're not testing the anchor anymore. You're testing the board, and the board already told you its number. That's how a 34-cent anchor and a fancy toggle end up in the same double-digit working range in tension.
Find the Stud, Steal the Margin
Meanwhile the wood behind the wall is absurdly strong, and the Forest Products Laboratory's Wood Handbook publishes the equation to prove it: ultimate screw withdrawal is p = 15,700 G²DL, from specific gravity, shank diameter, and thread depth. Run it for one #8 screw (0.164") with an inch of thread in a pine stud (G = 0.42) and you get about 454 lb. From one screw.
The engineering version tells the same story at a discount. The 2018 National Design Specification's design value works out to about 82 lb for that same screw, roughly 1/5.5 of the lab figure, the same genre gap as the anchor world. AgentCalc, which documents both equations side by side, runs a similar example (94 lb design against 515 ultimate) with a warning I'd frame and hang: "Never plan around the ultimate figure; it is an average failure point with no margin at all."
But look what even the conservative number does. One screw's design value, 82 lb, beats the honest working load of every drywall anchor in this article. Two screws per bracket into studs and you've out-held the anchor aisle by an order of magnitude. That is the entire physics behind "the failure is never the wood."
One aside from the same FPL chapter: after wetting and drying cycles, a smooth nail's withdrawal resistance can drop to 25% of its freshly driven value. Never hang a shelf on a smooth nail.
The 1,200-Pound Bracket Reads You Its Asterisk
Bracket ratings run the same play at bigger scale. Knape & Vogt's 208 Series L-bracket headline says "Up to 1,200 lbs./pair*" and, on the same page, "Brackets can be mounted to nearly any type of wall." Then the technical section does the quiet part. The rating comes from lab testing to an ANSI/BHMA standard (as KV describes it), with brackets on 16" stud centers and each bracket mounted with three 5/16" lag screws (a six-lag installation), plus "actual use conditions will typically result in lower load capacity" and a flat no-warranty line. The steel is rated. The wall connection is your problem.
Right On Bracket, a custom maker, goes the other way entirely and publishes no numbers at all: thickness guidance (3/8" steel for most shelves, 1/2" past 15") and a phone number. One vendor prints an asterisked lab figure; another refuses to print anything.
Cabinets are the one place a standard forces rigor. KCMA-certified wall cabinets get loaded gradually to 600 lb with no visible failure allowed in the cabinet or the mounting system, and every shelf carries 15 lb per square foot for seven days. Note what's tested: cabinet plus mounting, installed per protocol, into framing. KCMA doesn't certify a cabinet hanging on drywall anchors.
My Rules, Since the Packaging Won't Give You Any
What I do with all this, in an apartment where the wall is the whole shop. Whatever the package says, divide by four; that's not my paranoia, it's TOGGLER's and Aerosmith's own printed guidance. Studs first, always, even when the stud isn't where I want the bracket. I move the bracket. When drywall alone is the only option, I budget in double digits, spend on board engagement rather than bolt diameter, and keep the load tight to the wall, because deep shelves lever. Cabinets go into framing, full stop.
One caveat before you go stud-hunting: everything above is drywall data. If your walls are old plaster and lath — brownstone people, I see you — these numbers don't transfer, and I won't pretend I have tested ones for you.
Next time you're in the aisle, flip the package over and ask which number you're holding: the one where it breaks, or the one where it works. Treat the printed rating like a SoHo gallery price tag. Real, technically. Nobody serious pays it.
