A cabinet saw bought this year is a twenty-four-year decision. That figure is the Consumer Product Safety Commission's, from the same briefing package as the rule the agency has since abandoned: average product life of 10 years for a bench saw, 17 for a contractor saw, 24 for a cabinet saw. It reframes the question I get asked most often about flesh detection. You are not picking a feature for the commission on the bench right now. You are picking the guarding technology you will stand in front of into the 2040s.
For a decade that decision carried a hedge: wait, because Washington may force the issue and the patents will lapse and the price will fall. Both halves of that hedge are now gone, and not in the way most shops assume.
The Rule Died in the Federal Register, Not in a Press Release
The withdrawal happened twice, in effect. ToolGuyd reported in August 2025 that Peter Feldman, then acting chair and sole commissioner, had announced the CPSC would not "squander limited resources on symbolic rules that serve ideological ends, diminish consumer choice, or hand unfair market advantages to foreign competitors at the expense of American consumers and manufacturers." The formal act came on 29 September 2025, when the withdrawal notice (FR Doc. 2025-18810, signed by Secretary Alberta E. Mills) published in the Federal Register. Its language leaves no ambiguity: "The Commission does not intend to issue final rules with respect to these proposals."
What died was the 2017 proposed rule at 82 FR 22190, under docket CPSC-2011-0074. It would have required table saws to limit depth of cut to no more than 3.5 mm when a test probe standing in for a finger approached the spinning blade at 1 meter per second. That pair of numbers, 3.5 mm and 1 m/s, was the entire regulatory ask.
The injury case behind it did not die with it. CPSC's 2017 Special Study estimated 26,500 blade-contact injuries treated in emergency departments that year: 25,600 of them, 96.4 percent, involving a finger, with 16,100 lacerations, 5,500 fractures and 2,800 amputations. The Commission's NEISS trend analysis found no discernible change in blade-contact injuries from 2004 to 2015. CPSC put the societal cost at roughly $3.97 billion in 2021 dollars, about 69 percent of it pain and suffering. Woodshop News has published a much lower count, roughly 4,000 reported hand injuries a year against an estimated 30,000 unreported. I am naming the conflict rather than splitting it. CPSC's figure has a stated methodology attached to it; that is the one I plan around.
The Patent Wall Came Down in Pieces, and Most of It Is Still Standing
"The patents expired" is the sentence I hear in every shop conversation, and it is doing far too much work. CPSC's supplemental notice records the expiration of two patents related to SawStop's AIM technology as a market change since 2017, with staff noting elsewhere that some expired in 2020 and 2022 and that they did not know the status or expiration dates of the rest. The Power Tool Institute, arguing the other side, states that Stephen Gass maintains approximately 75 active issued U.S. patents pertaining to the technology, some with terms extending into the 2030s.
Two down, roughly seventy-five to go. SawStop, now owned by TTS Tooltechnic Systems Holding AG per the CPSC filing, offered on 28 February 2024 to dedicate U.S. Patent 9,724,840 to the public, with CEO Matt Howard saying "we will not allow this patent to be an obstacle to a safer future." The offer was conditional on the effective date of a CPSC rule requiring the technology. ToolGuyd reports that patent runs to about 2033. The rule was withdrawn, so the condition never arrived, and I have seen no confirmation of any dedication since.
Meanwhile the company was still enforcing. ToolGuyd reports SawStop sued Felder KG in May 2024 in the District of Oregon (3:24-cv-00796), asserting patents 7,098,800, 7,225,712 and 10,981,238 against the Kappa 450, Kappa 550 and K 845 S. The case was dismissed that July. On licensing history, the Power Tool Institute says SawStop initially demanded an 8 percent royalty on the retail value of all table saws using the technology, plus terms it calls onerous and unrelated to safety.
Patents Were Never the Only Lock on the Door
The most useful reporting on why you still cannot buy a competitor's flesh-detection saw comes from the competitors themselves, in their own filings to CPSC.
Bosch is the clean test case. Its REAXX bench saw reached the market on 1 June 2016 and was barred from import by the ITC on 27 January 2017 for infringing two SawStop patents. But per ToolGuyd, Bosch confirmed in November 2023 that it and SawStop entered a settlement and license agreement in 2018. Patents stopped being the obstacle eight years ago. When Bosch explained to CPSC in February 2024 why REAXX has not returned, it cited up to six years of redesign work, the governing standard moving from UL 987 to UL 62841-3-1, and something I had not considered: "more powerful cellular signals" since 2016 interfering with the detection system, to the point that phones in the shop could affect it.
Harbor Freight, asked the same question, told the CPSC docket that none of the manufacturers it buys table saws from know how to program the software the technology requires. It asked for a FRAND license covering the unexpired patents and the know-how, warning otherwise of unreasonable royalties and a monopoly. Per that reporting, the programming details are held as trade secret.
I have come to believe this is the honest answer to "why isn't there a $499 flesh-detection saw." An expired patent releases a claim. It does not hand anyone a working design, a calibrated sensing stack, or a recertified machine. And nothing in the verified record shows any manufacturer announcing or shipping flesh detection into the US consumer market in 2026.

Run the arithmetic and the premium behaves differently at every tier.
At the jobsite tier it is still brutal. SawStop's Jobsite Saw Pro at $1,699 against DeWalt's DWE7491RS at $699 is a thousand dollars, roughly 2.4 times the price, and you give up rip capacity going in: 25-1/2 inches against DeWalt's 32-1/2. DeWalt's own product page lists a blade guard and riving knife and nothing resembling a brake.
At the entry tier the gap narrows to $200, but you are buying a smaller machine. Rockler's Compact rips 24-1/2 inches, weighs 65 pounds, and takes no dado stack at all. Rockler's copy says it drops the blade below the table in less than five milliseconds; that is marketing language from a retailer, not a test result.
At the cabinet tier the premium has inverted, and this is the number that should change how you shop. SawStop's 3 HP PCS with the 36-inch fence is $3,881 at Woodcraft. Powermatic's own site lists the PM2000B, 3 HP with a 30-inch Accu-Fence and no flesh detection, at $5,092. The detecting saw is $1,211 cheaper. Harvey's top ALPHA at $3,599 undercuts SawStop by $282, again with no detection named anywhere on the page. These are not spec-for-spec twins. The Powermatic is 605.5 pounds against the PCS at 426, with a different fence and less rip. But at 3 HP in 2026, blade-contact protection is no longer what makes a cabinet saw expensive.
Two line items people forget. The ICS machines carry $425 flat-rate freight. And a genuine skin-contact activation is a consumable event: Rockler lists the standard 10-inch TSBC-10R3 cartridge at $119 and a 60-tooth combination blade at $65, so call a worst case about $184 in parts. The dado cartridge is $139 at Woodcraft. That is the cost of an accident, and it is cheap.
One more thing worth noticing: ToolGuyd published SawStop's starting-price list in May 2025 ahead of an increase effective 15 July 2025, showing the Compact at $899. It is $899 today. The other families in that list are starting prices for different configurations than the ones above, so no percentage comparison is available from it.
The Non-Destructive Systems Exist, at Panel-Saw Prices
Three European builders solved this differently: get out of the way instead of braking on contact. Altendorf's HAND GUARD uses two cameras to watch the space around the blade and lowers and stops the sawing unit within a quarter of a second. It works with gloves, marks its safety zone with a laser, and per Woodshop News runs a green-yellow-red warning sequence on the guard before it drops. SCM's "blade off" on the Class SI 400EP uses proximity sensors, activates in a few milliseconds even at 2 m/s feed, and is explicitly non-destructive with a quick reset; it took the XIA Innovation Award at Xylexpo 2022. Felder says its PCS resets at the push of a button with no parts to replace. CPSC staff describe the PCS mechanism as a capacitive field detecting tissue by electrical conductivity, then retracting the blade below the table.
None of these publishes a price. Altendorf's page says "price on request." The only hard figure anywhere is CPSC's 2023 note that the Felder AIM-equipped model was priced at over $25,000. So the real trade-off is not cartridge versus no cartridge. It is $899 to $6,500 with a cartridge, or five figures without one, on a sliding panel saw that will not fit your garage.
What I Would Actually Do
Buying to wait for competition is now a losing position. Nobody is arriving at the price tiers a home or small shop shops in, and the reasons are software, trade secrets, UL 62841-3-1 recertification and a noisier RF environment, none of which resolve on a patent's schedule.
So decide on the machine in front of you. At the jobsite tier, $1,000 is a real constraint and I will not pretend otherwise; if you are budget-bound, buy the DeWalt and buy discipline. At cabinet scale, the argument is over. When the detecting saw costs less than the Powermatic and $282 more than the Harvey, the premium you have been assuming does not exist, and the twenty-four-year horizon is doing all the arguing you need. Price the tier you are actually in, this week, and let the numbers on the page decide rather than the ones you remember from 2018.
